Jatrabari Gulistan flyover in Bangladesh

Prime Minister Sheikh Hasina formally inaugurated the Jatrabari-Gulistan flyover, the biggest project taken up so far under Public Private Partnership, yesterday.

The PM said she had directed to revise the design of the project to integrate with the projected traffic through the Padma Bridge, Dhaka-Chittagong expressway and Narayanganj-Gazipur elevated way.

The Jatrabari flyover would be named after the first Dhaka City Corporation (DCC) mayor (late) Mohammad Hanif, declared the premier at the city's Golapbagh playground.

Belhasa Accom and Associates Ltd, an associate company of the Orion Group and concessionaire of the project, will implement the project at a cost of Tk 1,350 crore on Build-Own-Operate-Transfer (BOOT) basis.

The investor (concessionaire) will transfer the facility to the government after a concession period of 24 years.

The concessionaire would be quick in completing the flyover construction within the tenure of the incumbent government, said the PM, adding that the DCC is the executing agency of the project.

LGRD and Cooperatives Minister Syed Ashraful Islam said, "Revival of the Jatrabari flyover project would not be possible without the prime minister's initiative, as there were many complications."

The revised design of the flyover is of international standard, which would be the most convenient road link, he said.

Chairman of the concessionaire company Mohammad Obaidul Karim said the construction would be completed in two years after the relocation of Wasa, Titas Gas and BTTB utility lines.

Toll for using the flyover would be collected manually and digitally, he added.
The nine-kilometre dual carriageway flyover includes 13 slip roads (exit and entries) and will stretch from the Dhaka-Chittagong highway to Palashi. The minimum height of the flyover would be 5.5 metres while 7.2 metres at level crossing, according to sources.

The facility is also expected to provide faster road connectivity with 30 districts and the Chittagong port.

In 1996, the then Awami League government initiated the Jatrabari flyover and conducted a feasibility study but the succeeding four-party alliance government could not implement the project due to corruption and inefficiency, said the PM.

State minister for LGRD Jahangir Kabir Nanak, local lawmaker Md Habibur Rahman Molla and DCC's Chief Executive Officer Md Abul Kalam Azad, among others, spoke at the inauguration ceremony chaired by Monjur Hossain, secretary of Local Government Division.

Rajasthan Royals demanded over $30million from BCCI as their compensation

The Bombay High Court has upheld the stay  on the termination of Rajasthan Royals issued by the judge hearing the arbitration case between the franchise and the BCCI.The contract was terminated by the Board last October for alleged breaches of the franchise agreement by the Royals including the ownership structure of the team. Earlier the owners of the Rajasthan Royals had filed an arbitration petition against the BCCI with the Bombay High Court in their attempts to get the Royals franchise reinstated . The decision to remove the Royals from next year’s tournament was unanimously agreed after the Governing Council examined the ownership structure at an emergency meeting in Mumbai at the start of October.
According to the show causes issued by the BCCI; the Royals restructured its ownership structure in March 2008 and in January 2009 which resulted in Emerging Media (IPL) Limited; winners of the franchise during the IPL franchise auction in 2008 with no shares in Jaipur IPL Cricket Private Limited, owners of the Royals franchise.Having taken the BCCI to court at the end of last year the Royals won their case and were reinstated by an arbitrator who ruled in favour of the franchise .The spokesman of team said to media that  the Royals would be seeking damages totalling over $30 million after submitting their case to arbitrator Justice B N Srikrishna. The Team believes that the team have suffered a great loss as their brand is being spoiled by the BCCI , the had build their image with lots of hard work and have invested a lot of money in promotion so they need to seek compensation  from BCCI to reimburse it again .  After all this problems again one more problem hit the Royals , it was that the Royals were asked to submit a bank guarantee of almost $20 million to the BCCI before being allowed to take part in the player auction in January.
After the Royals won the case , Justice Srikrishna  penned the case in  favour of the Royals after a three day hearing with the BCCI.An independent arbitrator has given the Rajasthan Royals a new lifeline after he issued a six week stay on the franchise’s expulsion from the Indian Premier League. As per the decision The royals were allowed to take part In IPL’S auction and were  asked to announce the name of four players who they still wish to retain for next years tournament . The decision of court  which favoured Royal’s was dream savior for them . Justice BN Srikrishna after the decision was announced said , “There will be no interference with them exercising rights under the franchise agreement and further added that they will be allowed to participate in the auction without no offences

Hartal - wrong approaches

BNP observed Hartal on 30th November ’10 in protest, as they said, against the price hike, deterioration of law & order situation, torture on the their activists and to save the sovereignty of the country and the freedom of the people but the Government was saying that BNP called the hartal to save Khaleda’s cantonment house (which was given to her family after the assassination of Ziaur Rahman by the then Government wrongly) and to protect her sons from the law (both of whom are accused of corruption).

Whatever the cause, people of Bangladesh were not in a mood to observe the hartal. The hartal will increase their miseries- the economic and personal life will be jeoperdised with this hartal. To create panic few vehicles were torched on the day before the hartal. On the other hand, to nullify the BNP program, Government took all out action program including publicity against the hartal, forcible disruption of BNP procession, indiscriminate lathi charge on the procession and arrest of the activist before , during and after the hartal. Our observation is that BNP is using an important weapon of protest prematurely annoying the public and Government also used unnecessary force to counter the program exposing their inner in-confidence on themselves.
